I think "Coint Scan" should have a feature or an option to let users filter out Hard To Borrow equities.

However if you get a signal and one of the stock doesn't have any share available to short, Arb- maker will cancel the trade.

From their manual page 110

" Short Inventory: one or both legs in a requested trade may not be filled. Typically this happens where there exists no or insufficient inventory on the
short side at Interactive Brokers. ArbMaker has cancellation procedures to handle this situation that prevent orphan trades from one half of a pair
being held. "

I think a safer way is to build a database with equities that can be shorted. So you know that the equities picked by AM qualify for a trade. Just a suggestion as I have done the same after a manual order entry where I placed the long order only to find that short order can't be placed!

Of course, to do that Y has to be in the database.

It is not so easy to interrogate IB using code ahead of these signals as to what is the state of available inventory and what is shortable. While we do not have that solution (yet) it is true that working on a semi-automatic basis lets the user run these checks just before placing the trade.
